PROJECT 2024年4月30日(火) Award of “The Project for Improvement of Management Capacity of Chattogram Water Supply and Sewerage Authority”

TEC International Co., Ltd. (TECI) was awarded a contract in April 2024 by the Japan International Cooperation Agency (JICA) for “The Project for Improvement of Management Capacity of Chattogram Water Supply and Sewerage Authority (Bangladesh)”.

The project is implemented in Chattogram, the largest commercial and industrial city in Bangladesh and known for its country’s largest port, where the Chattogram Water Supply and Sewerage Authority (hereinafter called “CWASA”) is operating water and sewer service.

The goal of the project is to improve CWASA’s management capacity to enhance the business performance. To achieve this goal, we will enhance CWASA’s capacity for financial management, planning, facility operation and maintenance, and non-revenue water reduction, as well as strengthen their partnerships with other water utilities.

However, in order to ensure CWASA’s independent and sustainable business management, there are several issues to be addressed:

  • There is no facility development plans and business strategies based on a long-term perspective.
  • The technical capacity to stably operate and maintain water supply facilities is inadequate.
  • Furthermore, the revenue is insufficient due to the low water rate.

In addition, CWASA will newly begin sewerage service in the next few years. Therefore, for the smooth launch and sustainable operation of its new service, it is essential to improve CWASA’s management capacity, including the promotion of sewer connections between each household and sewerage system and the reliable tariff collection TECI, in collaboration with NIPPON KOEI Co., Ltd. and EY Strategy and Consulting Co., Ltd., will contribute to the development of water and sewer services in Chattogram through tackling with the above issues.
